Job Description
Capital Projects Manager
The Capital Projects Manager reports to the Director of Capital Projects and Facilities. This position is directly
responsible for the management of design and construction projects from planning through implementation. In addition,
this position performs a variety of activities supporting all of Foothill Transit’s activities.
The ideal candidate for this position will have excellent oral and written communication skills and be able to function
effectively in a fast-paced environment. A positive, results-oriented attitude is an absolute must. Experience and an
advanced degree in a related field or PMP (or equivalent) are highly desirable.
Primary responsibilities include, but are not limited to the following:
Ensuring that all assigned projects are properly scoped, designed and executed with an emphasis on strict
scope, budget and schedule control
Ensuring/leading integration of all scope requirements associated with each assigned project
Overseeing all onsite and offsite constructions to monitor compliance with building and safety regulations
Obtaining stakeholders' concurrence
Overseeing the efforts of project team members to ensure that they are working as an integrated team in
delivering project requirements
Developing architectural and engineering consultant budget and consultant scope of work requirements
Managing architectural and engineering consultants including providing technical input during project
environmental review, development of design and construction documents
Developing project schedules and closely managing project timelines and schedules to manage agency’s
expectations and ensure minimum impact to operations
Providing leadership to team members in identifying project risks early and guiding them in developing
appropriate mitigation plans
Developing cost estimates, price analysis to ensure meeting agency’s procurement policies
Identifying short and long range facility capital needs and developing life of project budgets
Managing project budgets and providing timely project expenditure updates
Reviewing the contractor’s project in-depth schedule and other deliverables
Analyzing, reviewing and recommending action on contractor’s request for change orders
Communicating project information effectively
Providing accurate and timely bi-weekly and monthly reports
Distributing meeting minutes notes to project team members
Conducting weekly/bi-weekly project meetings with all stakeholders
Overseeing and actively participating in design review meetings and providing input to ensure
comprehensiveness and constructability of the design documents
Providing input in support of construction procurement documents and contracts
Identifying and recommending qualified bidders/contractors
Conducting pre-bid/pre-proposal site visits in support of facility project procurement efforts
Recommending award of contract(s)
Overseeing field control procedures (RFIs, Submittals, CDs, Daily Reports, etc.), obtaining internal reviews as
necessary and recommending action, where appropriate
Auditing and assessing contractor's performance
Reviewing and approving contractors’ schedule of values and progress payment requests
Consistently following-up on outstanding items
Developing and presenting written and oral reports and analyses on a wide variety of facility related projects to
executive staff and agency board members
Other duties as assigned

Skills Required:
Strong verbal and written communication
Ability to handle multi-task duties in a fast-paced environment
Ability to read construction drawings
Ability to identify and capture opportunities for savings and cost avoidance, i.e. Value Engineering
Proven ability to lead others in a technical environment
Project management leadership to ensure project deadlines and milestones are met
Strong organizational skills and ability to work on many small and large capital projects simultaneously
Advanced knowledge of Microsoft Office and Project Management software, i.e. MS Project
AutoCAD and Means Building Cost Estimating experience desired

Minimum Qualifications:
Advanced knowledge of scheduling, budgeting, document management, contracts management, cost
forecasting
Knowledge of construction materials, methods and techniques
Knowledge of construction applicable codes
Understanding of NEPA and CEQA
Education and/or Experience:
Four-year college degree (BS) in related field or PMP (or equivalent) and demonstrated hands-on design and/ or
construction management experience
Five years of project management/construction management

Salary Range: Grade 7 $99,270 to $168,020*
