Job Description / Primary Objective |
Advantech is supporting NAVFAC in reconstruction efforts at China Lake NAWS.
The Construction Support Engineering Technician (CSET) will be assigned construction management teams to perform oversite duties for individual construction projects. Projects assigned will vary in type and magnitude including new construction and renovation projects and related work. Project types may range from office and shop buildings, airfield expansions, utility installations, industrial facilities, and research facilities. Project construction budgets will be in the $5M to $400M range. The Contracting Officer Representative (COR) will typically be the lead of an assigned team generally consists of a Government Contract Specialist (CS), a Government Construction Manager (CM) or Contraction support Manager (CSCM). If the team has a CM, that person will typically be assigned as the COR. If the team has a CSCM, the COR duties will be assigned to either the Government ET or another Government CM/AROICC or be retained by the Contract Specialist.
Duties and responsibilities:
• Must successfully complete the 8-hr class titled “Construction Quality Management for Contractors” course associated with the ACOE. Course completion can be accomplished prior to onboarding or within 60 days of onboarding
• Provide overall coordination of the construction quality management program for assigned projects
• Provide recommendations toward approval of contractor quality control plan
• Attend selective quality control, preparatory, and initial meetings, and monitor three-phase checklists for accuracy and thoroughness
• Provide relevant remarks on Government Quality Assurance (QA) reports
• Take/file/distribute progress photos
• Validate quantity, condition, and approval of materials on site prior to Government issuing invoice payments
• Coordinate support to review and witness successful testing and commissioning/certification of critical systems
• Attend/witness selected tests and review all applicable test reports and results
• Perform cursory review of Activity Hazard Analyses (AHAs) and ensure via the Site Safety and Health Officer (SSHO) that these are discussed by the construction contractor and their respective subcontractors prior to beginning each work activity of when a new work crew is to perform work in accordance with the three phases of QC
• Review and provide recommendations towards acceptance of Crane Critical Lift Plans, along with crane operation qualifications and certification compliance.
• Ensure construction contractor is conducting monthly site safety-evaluations and submitting the information with the pay vouchers/invoice
• Take appropriate, timely action to ensure construction contractor compliance of safety and health requirements
• Ensure reporting of contractor significant incidences/near misses with a focus that corrective actions have been taken.
• Coordinate temporary utility and communication hook-ups for contractor, utility outages, and road closures
• Coordinate lay-down area and storage areas
• Coordinate excavation, hot work, burn, and other construction related permits
• Support as a point of contact for Support Command interface/coordination in the field
• Assist with coordination of the installation of cylinders/cores, keying system, and turnover of keys to owner/occupant and coordination of the facility system training for owner/occupants/PW shops personnel
• Review pre-final contract drawings and specifications
• Actively participate in partnering sessions, depending on the nature and scope of the construction contract. Facilitate effective relationships and processes between contractors, support command, and government team members
• Support the review/approval of all Government-approved technical and administrative submittals, including but not limited to, the schedule of prices, contractor’s baseline critical path schedule, accident prevention plan, activity hazard analyses, safety, and health plan, quality control plan, test plans/reports, performance verification tests of major systems.
• Investigate problems that may arise on construction contracts
• Support preliminary scheduling meeting and review 3-week look ahead schedules. Review updates of the baseline schedule with the CM to determine historical accuracy and general condition of the contract performance |
Requirements (Education, Certifications, Level of Experience) |
Qualifications:
• Current DoD Confidential clearance level clearance
• A minimum of 6 years of verified experience as a Quality Control Manager or Superintendent working for general contractors on NAVFAC, Army Corps of Engineers (ACOE) or other Federal projects OR
10 years of verified foreman experience in one or more of the following trades: Concrete; Mechanical; Electrical; Masonry; or Carpentry on commercial/industrial/military projects OR
5 years as an Engineering Technician with either NAVFAC or the ACOE
• Ability and willingness to traverse construction jobsites
• Tactful and professional communications both orally and in writing to all levels of authority and stakeholders
• Ability to perform constructability reviews on solicitation packages whether they consist of performance and prescriptive requirements for design-build procurements or plans and specifications for design-bid-build procurements
• Developed soft skills that allow one to work effectively with government professions, client representatives, contractor management, labor personnel, and other of varying backgrounds
• Well versed in quality control processes as they relate to construction projects
• Technical expertise in at least one construction trade that can be leveraged throughout the OICC Office
• Good general knowledge of the various types of construction contracts, project delivery methods, and local, State, and Federal laws, regulations, and building codes/criteria pertaining to construction
• Fundamental knowledge and skill with the Microsoft Office suite |
