Job Description / Primary Objective |
We're looking for a Technical Inspector to serve as a government's technical representative to oversee a Commissary project in Barstow, CA.
Essential Responsibilities:
Cooperate as necessary with the Public Works Engineer (Navy), Post Facilities Engineer (Army) or Base Civil Engineer (Air Force), referred to as the "Installation Engineer."
Assist the construction contractor in obtaining all necessary installation permits
Coordinate with the installation engineer and construction contractor personnel regarding operations and maintenance training (outside DeCA Sustainment)
Monitor construction contract requirements and contractors quality control for compliance
Verification and Monitoring of the Construction Contractor's Phasing Plan
Technical Advisory Assistance to the DeCA PM interpreting and clarifying the intent of CD’s
Conduct meetings held at the project site related to the construction of project
Pre-Construction Conference including the preceding Government Team Meeting
Attend and agilely participate in weekly Construction contractor-led Progress/Coordination Meetings with installation, commissary, and contractor personnel
Recommend Processing of Construction Contract Modifications based on technical review to Area Managers
Coordinate with Area Manager design A-E or consultant service all material including drawings and cost estimates desired to negotiate a Modification
Assist Area Manager in preparing recommendations on construction contract Modifications to DeCA/LEE
Assist construction contract Contracting Office in negotiations and determining time extensions
Observe all tests conducted by the construction contractor at the project site and maintain records of results
Perform payment inspections
Prepare progress payment recommendations and forward directly to the COR
Maintain records and files (in FACTS) of correspondence, site conference reports, shop drawings, Request for Information (RFI), addenda, change orders, and supplementary drawings
Maintain a daily diary utilizing an electronic format
Maintain the family of progress charts defined in bullets below:
Request for Information Chart
Shop Drawing Submittal Listing
Contract Modification Chart
Claims for Delays
Critical Path Schedule (CPM)
Budget and Cost Control Chart
Provide twenty (20) new electronic images of on-going construction progress monthly in FACTS
Review submittals, shop drawings and material samples for;
Conformance with design intent
Recommendations for approval or disapproval within fourteen (14) calendar days
Submittals specified in PMAC Contact SOW Exhibit C pages 5 through 7, under “Subconsultants in support of technical inspectors shall review the following” will be reviewed by a licensed professional (Architect or Engineer).
Review the Contractor’s Quality Control Plan under a Submittal process
Assist the DeCA PM to care for and turn over to the installation engineer any warranties
Monitor the project schedule; including the maintenance of Critical Path Method (CPM)
Notify DeCA PM within twenty-four (24) hours of any delay in schedule of 5% or more
Provide in-progress cost control, utilizing FACTS to publish cost status reports, work-in-place reports, change order reports, and claim detail reports
In event design discrepancies become apparent during construction, the PMAC Licensed A/E Professional shall report to DeCA PM within twenty-four (24) hours
Monitor the construction contractor's progress in marking up drawings to reflect PMAC's observation of as-built details of construction
Final Construction Closeout: Monitor and insure that DD Form 1354, Transfer and Acceptance of Military Real Property, is properly prepared
Utilize the FACTS to track current estimates, initial contract values, change orders and payments, and to prepare cash flow projections (as required)
Furnish support in the areas of warranties, construction claims, physical completion, final invoice closeout, follow through of the DD Form 1354
Provide performance evaluation recommendations for the Government’s DD Form 2626 and DD Form 2631 (NOTE: Lessons Learned are documented in FACTS system)
Provide technical assistance and advice to the DeCA PM of other designated representative in the preparation and defense of claims
Notify the PMAC Area Manager/PMAC Program Executive/CO of any potential life-threatening or serious safety violations that could result in a work stoppage |
Requirements (Education, Certifications, Level of Experience) |
Here's What You'll Need:
Min. of 5 Years of Commercial Construction Field Experience, (10 yrs for Senior TI positions)
Relevant Technical Degree
Deep ability to Read Construction Contract Drawings and Specifications
Well versed with Computers (Microsoft Office- word, excel, Adobe Acrobat, familiarity with Primavera Scheduling Software, CADD, Blue Beam a plus)
Project Scheduling Review
Estimating experience
Progress Payment Processing experience
Daily inspection reporting
Submittal Review and Management
RFI review and Management
Project Record maintenance and coordination with Construction Contractor
Ability to communicate well with Stakeholders, Architects, Engineers, Construction General Contractors, End User Mgmt of facilities, Military Installation POCs
Problem solving skills
Experience with highly focused Refrigeration, HVAC, Mechanical, Electrical type projects
Ideally, you'll have:
4 yr degree preferred (Construction Mgmt or Engineering)
Preferrable experience with Government contracts on military installations
Experience with Defense Commissary Agency Construction projects a plus
OSHA 10 certified preferred
Phased Construction/ Renovation project experience a plus |
