| Job Description / Primary Objective |
The California State University, Office of the Chancellor, is seeking an Energy Project Manager to provide regional project management and analytical support for campuses in the Northern California region. Additional campus support may be required dependent on vacancies or need. This position requires frequent travel to campuses in need of Energy Management and energy project support. Activities will include energy conversation measure and carbon reduction project identification and development, funding acquisition, project management, report writing, utility bill analysis, maintaining and operation of the systemwide energy and utility database tracking and reporting system, preparing quarterly energy financial reports for campus operations systemwide. The incumbent will work with campus facilities staff and assume lead roles in various teams and committees that are formed to facilitate and achieve energy efficiency conservation and sustainability goals. |
| Requirements (Education, Certifications, Level of Experience) |
-Certified Energy Manager and/or LEED accredited. A bachelor’s degree in a related field and 3 years progressive administrative experience demonstrating the technical, financial and project management skills necessary to perform the duties as described, OR a minimum of seven years of equivalent combination of education and experience.
Efficiency and Carbon Reduction Project Management
-Research, coordinate and identify energy efficiency best practices and develop projects to reduce campus greenhouse gas emissions by incorporating these practices through energy efficiency, renewable energy, and efficient facilities operations.
-Provide direction and leadership to campus(es) for the critical and complex area of energy management, utility supply and demand management, utility procurement, energy conservation and efficiency, including the responsibility for the efficient use and operations of the campus utility infrastructure.
-Develop and maintain program, monitor funds, and provide progress and financial status reports to CSU administrators and other government agencies as required.
-Communicate both verbally and in writing with campus staff, staff of CPDC, Department of General Services (DGS), California Energy Commission (CEC), California Public Utilities Commission (CPUC), California Air Resources Board (CARB) and other government agencies as required to administer various program.
-Provide documentation and technical statements of work to the campus contracts administrator for inclusion into energy project contracts.
-Provide utility budget forecasts for campus.
Project Program Funding and Administration
-Seek and evaluate feasibility of alternative financing/grant opportunities for energy projects such as lease revenue bonds, SallieMae, ESCOs, Department of General Services (DGS), Department of Energy (DOE), and other federal and state funding programs.
-Review invoices, provide chart string payment information, and submit invoices for approval and payment.
-Provide procurement oversight for the solicitation of new technology, products and services.
Utility Consumption Data Analysis
-Oversee and manage the submission of Monthly Energy Reports (MERs) to CPDC staff.
-Retain data analysis by utility type, account.
-Analyze the utility data to provide recommendations for cost-effective participation in utility programs.
-Perform trend analyses of utility data to be used in negotiating systemwide procurement opportunities.
-Analyze utility tariffs and develop cost projections.
Miscellaneous Responsibilities as assigned
-Review and analyze contracts, general terms & conditions and make recommendations to management and campus energy staff.
-Future supervision of student staff may be required.
-Other duties as assigned. |
