    Job Description / Primary Objective DEFINITION

    Under general direction from the CIP Supervisor, the Asset Management Coordinator is responsible for the ongoing development and implementation of asset management principles and practices to support the integrity and reliability of assets and systems used in the City of Corona. The Asset Management Coordinator will develop, recommend, and implement Asset Management policy and strategy; oversee the means and methods for collecting, analyzing, and reporting on data used to support complex risk-based decision making using accepted asset management principles and practices; develop and coordinate data collection programs related to asset management operations; and support the City’s strategic plan and prioritization of projects.

    SUPERVISION RECEIVED AND EXERCISED

    This position will report to the CIP Supervisor in the Public Works Department and work independently in analyzing problems and performing job duties under city and departmental policies and procedures, applicable federal, state, and local regulations, and industry best practices. The position will receive general guidance and direction from the CIP Supervisor and will work in coordination with management and staff from multiple departments.

    DISTINGUISHING CHARACTERISTICS

    This journey-level classification is responsible for independently performing technical duties in support of citywide asset management activities. Positions at this level exercise judgement and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    Develop an asset management program for all City infrastructure, including condition assessments, lifecycle determinations, and preventative maintenance program for major capital assets to extend their lifecycle; incorporate a comprehensive computerized work management system into asset management program.
    Identify all city assets and develop an asset inventory with important data, including asset type, location, value, and depreciation schedule; maintain and update asset inventory as needed.
    Develop a long-term capital reserve/asset management funding policy for maintaining and replacing infrastructure assets; track net investment in capital assets.
    Schedule and prioritize asset management activities; make necessary arrangements for technical resources, procedures, manuals, supplies, equipment, budget management, planning and oversight and staffing.
    Provide training and technical guidance in asset management principles and decision-making processes; assist department leadership in business process documentation and improvement.
    Analyze, document, track, and report a wide variety of infrastructure condition assessments, including establishing data collection schedules, standards, and methods for use in supporting complex risk-based decisions using accepted asset management principles and practices.
    Develop recommendations on prioritized strategic maintenance and capital project programs for city infrastructure using historical, current use, condition, replacement costs, maintenance costs and other data consistent with asset management principles and best practices.
    Coordinate asset management activities and communications; collaborate with outside agencies and organizations and other city departments regarding the preventative maintenance, rehabilitation, repair or replacement of municipal assets.
    Coordinate with Public Works management staff and staff in other city departments to identify, develop, and implement customer service level goals and performance measures.
    Collaborate, support, and participate in the development of project standards and long-range comprehensive planning for all city infrastructure, including street, water, sewer, storm drain, fleet, and facilities.
    Recommend preliminary annual budget for asset management program budget; forecast funding needed for equipment and projects; monitor expenditures; recommend adjustments as necessary.
    Develop and monitor capital outlays for programs and projects managed by the Public Works Department.
    Research and stay current on changes and legislation affecting asset management, maintenance planning, parts and materials procurement, safety staffing, reorganization, personnel systems, and budget cost analyses.
    Perform all other job-related duties as assigned.

The employee usually works under typical office conditions where the noise level in the work environment is quiet. Employees may occasionally be required to work in outside conditions, exposed to wet or humid conditions, where the noise level may be loud.
    Requirements (Education, Certifications, Level of Experience) Knowledge of:
    Business practices, construction installation standards and maintenance practices for streets, storm drains, traffic, water, sewers, equipment, warehouse, facilities, fleet, engineering, and finance sections. Excellent knowledge of asset management principles such as those contained in ISO 55000. Excellent knowledge of multiple software application packages supported by Public Works Operations such as Computerized Maintenance Management Software, Enterprise Finance Systems, payroll management, permit management, Pavement Management, Microsoft Office products, ARC GIS, and general database management software.

    Ability to:
    Read, use, and understand information in multiple formats such as Geographical Information Systems (GIS), Global Positioning Systems (GPS), utility mapping, surveys, construction plans and specifications, and record drawings; work collaboratively with multiple staff and departments; plan and work independently with minimal supervision; learn and adapt to new technologies, keep technical skills up to date; and use appropriate judgement and initiative in making recommendations and resolving complex problems.

    Special Requirements:
    A valid California class "C" Driver's License and have the ability to maintain insurability under the City's Vehicle Insurance Policy.

    Education:
    Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

    Education:
    Bachelor’s degree in Business Administration, Public Administration, Construction Management, or a related field.
    Experience:
    Three (3) years of professional level experience in at least one of the following areas:

    Asset Management: Development and oversight of processes used to support the full lifecycle of infrastructure and/or equipment assets for a city, utility, or other asset intensive organization following industry standard management practices. Experience must include planning, design, procurement, valuation, depreciation, and disposal of equipment and/or infrastructure assets.
    Maintenance Materials Planning: Procurement, planning, optimizing, and overseeing a maintenance materials program for an asset intensive organization.
    Project/Program Management: Management of budget, schedule, and scope for large projects, which includes contract negotiation, contract management, and coordination of project staff.
    Field Engineering: Engineering work that must review and/or oversee the work of consultant engineers or contractors.
