    Job Description / Primary Objective AECOM is seeking a highly talented Bond Program Manager to lead, direct and manage the day to day aspects of a large educational facility bond program. This position is an on-site client-based position and will be located in Ontario, CA.

    The job responsibilities include:

    •Manages more complex projects that tend to be larger in scope and dollar, thereby increasing the potential for larger change orders and consequences of error.
    •May act independently as the IE representative with consulting firms and ensures that the final product reflects the original scope and budget requirements.
    •Manages projects which have greater complexity than a Program Manager II.
    •Increasing responsibility for leadership of direct reports.

    Other responsibilities include, but are not limited to:
    •This includes quality checks for all written communications between the Program Management Office and the District Staff, including scheduling of briefings and reports, submittal of studies, responses to requests for information, and maintains a historical database of all communications and meeting minutes.
    •The Program Manager shall act as a 'Subject Matter Expert' to the District Staff with respect to district bond regulations and requirements, attends all Bond Program meetings called by the District and or advisory committees and participates as an advisor on policy and procedure determinations.
    •Coordinates and interfaces with program auditors and the District's Director, Internal Audit and Advisory Services, and prepares bi-annual reports on bond compliance and makes recommendations for adjustments and improvements.
    •Oversees contract competitive bid, competitive negotiation, and award processes, prepares, organizes training, and implements standardized common construction management practices.
    •Monitors the activities of the CMTs and Program Professional Consultants, construction progress, and contractor performance, coordinates construction management with program controls, risk, quality, health, and safety field inspection functions, and oversees change management, reporting, commissioning, and closeout processes.
    •Plans and implements a program-wide Risk Management Plan; administers claims made against the District, including investigations into claims and evaluation and settlement of claims within the guidelines set by the District, establishes a procedure for collecting, evaluating, and filing documentation to support rejection or payment of claims.
    •The Program Manager reports to the District's Director, Facilities Planning & Construction and Executive Vice Chancellor, ("Vice Chancellor'').
    •Other duties as may be assigned.
    Requirements (Education, Certifications, Level of Experience) 
    Bachelor's degree in business administration, construction management, or related field such as engineering, architecture, or planning, and eight (8) + years of experience managing multimillion dollar, multi-year, multi-project building programs for educational institutions’ capital improvement programs, or demonstrated equivalency of experience and/or education

    PREFERRED REQUIREMENTS

    Master’s degree in business administration, construction management, or related field such as engineering, architecture, or planning.
    •Ten (10) + years of experience managing multi-million-dollar, multi-year, multi-project building programs for educational institutions’ capital improvement programs.
    •Experience with design-build procurement, contract management and project execution.
    •Knowledge in California Public Works and Public Contract Code.
    •Previous experience coordinating with the Division of State Architects (DSA).
    •Previous experience supporting California Community College Bond Programs and California Spending Plan – Capital Outlay Process.
